A private detective helps a prostitute being assaulted, and notices that she is wearing a very unique ring. She is later found murdered and there is no trace of the ring, which turns out to be part of a cache of jewelry stolen by the Nazis during World War II and smuggled out of France after the wary by an American army colonel. The private eye decides to try to find the ring, ...。故事发生在一九八五年的香港，张有铭（李尚文 饰）是正值叛逆时期不知天高地厚的莽撞少年，某日，他跟随一群小混混劫持并且杀害了一对情侣，之后众人遭到警方的逮捕。张有铭因为尚未成年，因此并未得到判刑，而是被关进了监狱，“等候英女皇发落”。 没想到，这一等就是十年，时间就这样悄无声息的来到了一九九七年，香港回归在即，一位名叫誉玲（艾敬 饰）的女子注意到了张有铭的存在。一来二去之间，两人竟然产生了信赖和感情。在梁忠勤议员（邓树荣 饰）的支持和帮助下，誉玲开始着手替张有铭翻案，并且联手很多有着和张有铭一样遭遇的人的亲属，向政府发出联合抗议。。
