1980年代未，江南某城市。话剧团导演梦涛（林继凡 饰）与新任市长高枫（王志华 饰）是大学同学。高市长闻讯有人拿玉雕珍品送给自己的外商朋友，委托梦涛下基层调查此事，顺便采风搞创作。梦涛的采风可谓一波三折、惊心动魄。先是因为喝了一罐带蟑螂的饮料拉肚子，何一鸣（佟瑞欣 饰）送他进医院，护士粗心拿错了药，差点小命不保，而后又被推上手术台，差点遭解剖。气愤的梦涛留错了名片，他人错把他当成了新来的市长，惊慌失措的魏院长（翁国钧 饰）亲自将检讨送往市长办公室。梦涛与何一鸣误入农贸市场于经理（倪以临 饰）家宴，豪华奢侈令两人瞠目。由于梦、何二人买来别人藏钱行贿的香烟，至使于经理追到两人下榻的宾馆......。When a casino owning dog named Charlie is murdered by his rival Carface, he finds himself in Heaven basically by default since all dogs go to heaven. However, since he wants to get back at his killer, he cons his way back to the living with the warning that doing that damns him to Hell. Once back, he teams with his old partner, Itchy to prep his retaliation. He also stumbles on to an orphan girl who can talk to the animals, thus allowing him to get the inside info on the races to ensure his wins。庞贝大道玉辇过，金鞭络绎向帝国，火山宫殿烧焚尽，驱舟赶逃繁华落。
